Galveston County Is Its Own Venue

Galveston is the county seat of Galveston County, and a truck crash anywhere in the county is filed in its district courts at the Galveston County Justice Center, 600 59th Street on the island. The North County Annex in League City handles clerk services and a justice of the peace court, but district court cases are heard in Galveston.

That venue carries its own dockets, local rules, and jury pool, separate from Harris County. The Harris County line crosses I-45 just north of League City, so a crash a few miles up the freeway may be a Harris County case instead. We confirm the exact location before anything is filed.

The responding agency also depends on location: Galveston police inside the city, the Galveston County Sheriff's Office in unincorporated areas, and each mainland city's own department inside its limits. That agency holds the report, the dispatch audio, and any body camera video.

Galveston County recorded 229 commercial vehicle crashes in 2024 and 250 in 2025, according to our county-level crash data. Those counts are far below Harris County's, but the crashes that do happen here often involve cargo the rest of Texas rarely sees: port freight, cruise logistics, and refinery tankers.

I-45, the Causeway, and No Alternate Route

I-45, the Gulf Freeway, is the only freeway onto Galveston Island. It crosses West Bay on the Galveston Causeway and ends near 61st Street, where SH 87 continues into downtown as Broadway. Every truck headed to the port, the island's businesses, or the cruise terminals uses this one corridor.

That corridor is under construction. TxDOT is widening I-45 from six to eight main lanes between FM 1764 and the causeway, including a rebuild of the I-45, SH 146, and SH 6 interchange at the Texas City Wye. The Galveston County Daily News put the full project from FM 517 to the causeway at $238 million, with phases scheduled to finish in 2026, 2027, and 2028. A separate TxDOT project covers the island stretch from the causeway to 61st Street.

Work zones change the physics for a loaded truck. Lanes narrow, shoulders disappear, and a merge point that was there last month may be gone. When a truck crashes in a construction zone, the traffic control plan and the contractor's records become evidence alongside the driver's logs. The Port of Galveston and Cruise-Day Traffic

The Port of Galveston runs four cruise terminals, including Terminal 16, which opened in November 2025, and ranks as the fourth-busiest cruise homeport in the United States. The port counted about 3.6 million passenger movements in 2025 and expects more in 2026.

The port is also a cargo operation, handling roughly four million tons a year of roll-on/roll-off vehicles, dry and liquid bulk, and project cargo. On embarkation days, passenger cars, shuttle buses, and service trucks converge on the harbor alongside that freight. When a port-bound truck is racing an appointment window, that schedule pressure shows up in driver logs and dispatch records, and we look for it.

Refinery Tankers on the Mainland Corridor

Behind the island, Texas City is home to two major refineries: Marathon Petroleum's Galveston Bay Refinery, rated at 631,000 barrels per calendar day, and Valero's Texas City refinery at about 260,000 barrels per day. SH 146 meets I-45 at the Texas City Wye, the same interchange now being rebuilt.

Tanker truck crashes are different from ordinary freight collisions. A liquid load that surges under hard braking can push a tanker into a rollover, and a placarded load brings hazardous materials rules and higher federal insurance minimums into the case. The shipper, the loading terminal, and the carrier may each share responsibility, and each has its own insurer.

Island Roads: The Ferry, Pelican Island, and the Seawall

Galveston's other routes carry their own hazards. The free Galveston to Port Bolivar Ferry on SH 87 runs around the clock, and vehicles, including trucks, queue on the approach roads waiting to board. The Pelican Island bridge on Seawolf Parkway is a 1960 lift bridge with load restrictions, and TxDOT is planning its replacement. A truck that crosses a load-restricted bridge overweight raises questions about its route planning and its permits.

Seawall Boulevard runs along the Gulf and becomes FM 3005 heading west, ending at the San Luis Pass toll bridge into Brazoria County. Beach traffic, pedestrians, and service trucks share that road in the summer months, and delivery trucks turning and backing along it put pedestrians and cyclists at risk.
