Spring Is Not a City, and That Shapes Your Case

Spring is a census-designated place, not an incorporated city. About 62,500 people lived in the Spring CDP at the 2020 census, and tens of thousands more use a Spring mailing address across north Harris County. There is no Spring police department and no Spring municipal court.

That changes the first steps after a truck crash. The Harris County Sheriff's Office and Harris County Constable Precinct 4 patrol the area, and the agency that responded determines where your crash report lives and what supplemental records exist: dispatch audio, body camera video, and witness statements that never made it into the report narrative.

It also changes where the case is filed. Crashes inside Harris County go to the civil district courts at 201 Caroline Street in downtown Houston. The broader Spring area reaches into Montgomery County near the county line, and I-45 crosses that line just south of Rayford Road and Sawdust Road. Harris County recorded 6,313 commercial vehicle crashes in 2024, more than any other county in Texas, according to our county-level crash data. Montgomery County recorded 671, but its crashes were nearly twice as likely to be fatal.

I-45 North: The Dallas Freight Lane Through Spring

I-45 is the primary freight route between Houston and Dallas, and in Spring it runs straight through suburban exits that each feed thousands of commuters onto the freeway. Heading north, the pressure points are FM 1960, Cypresswood and Louetta, FM 2920, the Grand Parkway and Spring Stuebner Road, and the Hardy Toll Road connection at Springwoods Village Parkway.

Each interchange forces cars to merge into or across lanes where loaded 18-wheelers are holding speed. The crash patterns follow: rear-end collisions when traffic stacks up behind an exit, sideswipes when a truck changes lanes into a car in its blind spot, and chain-reaction pileups when one hard stop ripples back through several vehicles. The Grand Parkway Interchange and Its Work Zones

The Grand Parkway, SH 99, reached I-45 in Spring when segments F-1 and F-2 opened in February 2016, linking US 290 to I-45 across north Harris County. Segment G continues east toward US 59 in New Caney. Together they let trucks move between distribution sites across the north side without passing through central Houston.

The road is still changing. Widening from four to six lanes began in late 2024 on the stretch west of Kuykendahl, with more segments planned, and TxDOT has proposed new median lanes plus direct connectors between I-45 and SH 99. Construction zones are a hazard category of their own for heavy trucks. Lanes shift, shoulders disappear, and merge points move from one week to the next. When a truck crashes in a work zone, the traffic control plan and the contractor's records become evidence alongside the driver's.

The Hardy Toll Road and the Records It Keeps

The Hardy Toll Road runs parallel to I-45 from the 610 Loop north to I-45 just south of the Montgomery County line, with Spring-area exits at FM 1960, Louetta, Riley Fuzzel, and SH 99. Many commercial drivers use it to avoid I-45 congestion.

The Hardy is cashless, which makes it useful in a truck case. Every toll point a truck passes creates an electronic timestamp. Put two of those together and you have an average speed. Put them next to the driver's electronic logging data and you can test whether the hours of service add up. Those records exist, but they have to be requested before they are purged.

ExxonMobil, Springwoods Village, and Commuter Peaks

ExxonMobil's 385-acre campus opened along I-45 in 2014, built for more than 10,000 employees, and became the company's global headquarters when it moved from Irving in 2023. The campus sits in unincorporated Harris County beside the Spring CDP, surrounded by the Springwoods Village development.

A large office campus sets sharp commuter peaks on the same exits freight already depends on. Morning and evening surges on I-45 and the Hardy connector mean trucks meeting sudden slowdowns, and a loaded tractor-trailer needs far more distance to stop than the car in front of it. Following distance and speed relative to traffic are the first questions in these crashes, and the truck's own data usually answers them.

Rail Crossings Around Old Town Spring

Spring grew up around the railroad, which reached the town in 1871, and the Union Pacific line still runs through the Old Town Spring area. Grade crossings add a hazard that freeway pages rarely mention. Federal rules under 49 CFR 392.10 require placarded hazmat carriers to stop before crossing tracks, and a car that does not expect a tanker to stop at a crossing can hit it from behind. A truck that stops on the tracks or misjudges clearance creates the opposite problem.

After a Spring Truck Crash
